(English Abstract)
Public safety network is the communication network designed for emergency situations where the existing infrastructure is no longer available. This paper proposes a novel concept for the movable core part of cellular network called Mobile EPC which can be quickly implemented in the disaster area. Because of the limitation on capacity and capability, it is impossible to deploy Mobile EPC in centralized approach like the traditional architecture and Mobile EPC cannot store a huge database of all subscribers also. Thus, some solutions are suggested to solve these issues, especially new mechanisms for routing area update and paging in order to alleviate the load for Mobile EPCs.
